Human Rights Defenders Plus (HRD+) was established on June 19, 2023, by prominent Afghan human rights defenders in exile, with the support of the World Organization Against Torture (OMCT). In response to the Taliban takeover and the collapse of civil society, HRD+ provides a critical platform to continue monitoring human rights violations, mobilizing defenders, and engaging the international community in meaningful advocacy for Afghanistan.
HRD+ envisions a society where human rights are respected and defenders are protected under international law. Its mission is to mobilize a capable movement of human rights defenders (HRDs) who advocate for justice, dignity, and equality, bringing meaningful change to the lives of Afghan people.
Guided by its theory of change, HRD+ believes that if Afghan HRDs are protected, empowered, and connected with national, regional, and international networks, they can amplify the struggle for human rights and contribute to rebuilding Afghan society on the foundation of freedom, respect, and democracy.
Vision: A society where human rights are respected and HRDs are protected according to international human rights principles.
Mission: Mobilize a capable movement of HRDs that advocate human rights issues and bring changes in the lives of the people of Afghanistan.

- Protection of HRDs at risk through emergency support and risk management.
- Monitoring, research, and advocacy to strengthen evidence-based human rights work.
- Leveraging the knowledge of Afghan HRDs in exile for strategy, innovation, and capacity building.
- Promoting human rights through media engagement, public awareness, and coalition-building.
HRD+ operates on the values of dignity, independence, integrity, pluralism, accountability, and transparency. With over 90 national and international organizations engaged, HRD+ has become a vital network ensuring that Afghan human rights defenders remain heard and supported despite exile.
