Emily Foale (United Kingdom)
Emily Foale is a Programme Lawyer at the International Bar Association’s Human Rights Institute (IBAHRI), where she leads work on freedom of expression and coordinates the institute’s response to Afghanistan. In 2021, she worked on the evacuation of 103 Afghan legal professionals, human rights defenders, and journalists, and has since continued to advocate for safe resettlement pathways. She has researched and advocated for accountability for international crimes in Afghanistan and pressed for the adoption of an independent accountability mechanism at the UN Human Rights Council.
Foale has contributed to inquiries hosted by British parliamentarians, including the Hazara Inquiry and the Gender Apartheid Inquiry. She holds an MSc in International Human Rights Law from the University of Oxford, an LLM from Birkbeck College, University of London, and a BA from the University of York.
She is also a Trustee of the Coalition for Genocide Response. Her work reflects a commitment to strengthening international accountability frameworks and defending freedom of expression.
