Historic People’s Tribunal for Women of Afghanistan to Examine Gender Persecution as a Crime Against Humanity
MADRID, SPAIN – A coalition of Afghan civil society organizations, under the auspices of the Permanent Peoples’ Tribunal (PPT), invites media and journalists to attend the public hearings of the People’s Tribunal for Women of Afghanistan.
This groundbreaking, victim-centered initiative will formally hear evidence and testimony regarding the Taliban’s systemic oppression of women and girls, framing these actions as the international crime against humanity of Gender Persecution. The Tribunal’s findings will amplify the voices of survivors, contribute to the ongoing fight against impunity and support future accountability efforts at the international level.

Why This Tribunal is Essential
Afghan civil society launched this Tribunal to create a vital platform for justice when formal legal avenues move slowly, are inaccessible to survivors or are obstructed. The Tribunal is launched at the time when there is growing normalization of Taliban and their oppressive regime in the region and beyond. The Tribunal serves as an independent, moral, and political mechanism that aims to:
- Document Atrocities: Gather and present testimonies from survivors as well as a detailed indictment to create a comprehensive, credible record of widespread human rights violations, especially those targeting women and girls.
- Amplify Silenced Voices: Provide women and girls, who have been denied education, work, and public life since August 2021, with a chance to be heard on the world stage.
- Counter Normalization: Raise the alarm about the international community’s shifting posture toward the Taliban and resist the normalization of institutionalized gender persecution.
- Inform Future Justice: Produce findings and evidence that can inform future legal proceedings at the International Criminal Court (ICC) and national jurisdictions under universal jurisdiction.
The hearings will feature:
- A presentation of the formal indictment by a team of Afghan prosecutors.
- Testimonies from Afghan women survivors from inside and outside Afghanistan.
- An international panel of judges who have dedicated their careers to advancing gender justice and human rights.
- Expert testimony on women’s rights in Islam
